Head Start Fiscal Consultant | ICF International | Philadelphia, PA

ICF International seeks a Fiscal Consultant who will support Head Start
grantees within Region 3. The project is based in Philadelphia and
requires 25% travel to grantees within Region 3 (MD, VA, W.VA, DE, PA,
DC)
The Fiscal Consultant will assist grantees to effectively plan and
manage their budgets, apply Federal and State standards, and make
recommendations for change in order to meet Head Start financial
management and reporting requirements. The Specialist will work with
State, county and local governments, including the Board of Education
and non-profit organizations that operate Head Start programs, to assist
them in implementing the Code of Federal Regulations (CFR) parts 74 and
92 and other government accounting requirements and principles.
Responsibilities will include assisting grantees with interim and final
Financial Status Reports (FS 269) and Standard Forms (SF 270), working
with charts of accounts and ledgers to balance the budget, providing
information for PRISM reviews, and supporting annual audit procedures to
ensure compliance.
BA/BS Degree in Social Sciences, Education, Business or related field
with five years of experience providing financial analysis and expense
control management to non-profit or public service agencies required,
with experience in Head Start or other social programs a plus.
Experience with Office of Management and Budget (OMB) cost principles,
funding cycles, Generally Accepted Accounting Procedures (GAAP), and
Government Auditing Standards (GAS) strongly preferred. The Consultant
must be experienced in financial management and be able to provide
training and consultation in budget development and fiscal planning
matters. Strong written and verbal communication, organizational and
interpersonal skills are essential.
